General Assembly

The General Assembly consists of the members of the organisation. It constitutes the supreme power of the organisation. Its powers are regulated in Article 21 of the statutes. Its operation is described in articles 20 to 30 of the articles of association.

Management Body

The organisation is managed by a Management Body, consisting of at least 5 persons and no more than 11 persons, divided among the four categories of members. Everything that is not reserved to the General Assembly by law or the articles of association belongs to the competence of the Management Body. Its operation is described in Articles 12 to 19 of the Articles of Association.

The powers of the Executive Committee, provided for in point 5 of the NBN EN ISO/IEC 17065 standard, are ensured by the Management Body. The Management Body elects from among the managers a president and, if necessary, a vice-president, in charge of the day-to-day management of the organisation. They are accountable to the Management Body. The Chairman proposes to the Management Body that it seek the advice of experts in specific fields, according to the order of the day.

Technical Bureaux

Four Technical Bureaux are set up concerning:

• reinforcing steel (producers and distributors);
• prestressing steel (producers);
• building materials, construction elements and bearings (producers and distributors);
• lighting columns and vertical road signs (producers and distributors).

They consist of:

• the Chairman of the Management Body or his delegate;
• at least one representative of each inspection body working in this area.

The Quality Manager may also participate in the meetings of the Technical Bureaux to verify compliance with the procedures referred to in the NBN EN ISO/IEC 17065 standard.

The purpose of the Technical Bureaux is to:

• resolve problems that may arise when the inspection bodies carry out their mission;
• develop uniform positions when dossiers are examined;
• make proposals to the Management Body regarding:
  • the technical regulations or their amendments;
  • any amendment to the lists of licence holders.

The functioning of these Technical Bureaux is described in the quality manual.

Certification Committee

The Certification Committee consists of five members of the Management Body, at least four of whom represent public and private building owners; it is chaired by the Chairman of the Management Body.

The certification committee takes charge of:

• the ongoing decisions of certification (granting, termination of the procedure, cancellation at the request of the member);
• the determination of sanctions against users;
• the regulation of conflicts of interest at the level of certification tasks.

Inspection bodies

The inspection bodies are chosen by the Management Body. They are bound to the OCBS by a subcontracting agreement. They are commissioned to perform all tasks related to:

• the preliminary examination of the applicant
• the regular inspections at the licensee's premises.

The inspection bodies submit their files to the Management Body for decision, after possible advice from the Technical Bureau.
